This investment provides support to the Center for Health Care Strategies (CHCS) to develop and disseminate a publication exploring the current state of value-based payment and its implications within oral health. CHCS has previously partnered with DentaQuest to cultivate the leadership and change-management skills, policy knowledge, and program/quality-improvement capacities of state Medicaid and public health dental directors through the State Oral Health Leadership Institute or SOHLI. This proposal is an opportunity to explore current activities around value-based payment and identify opportunities for the field of oral health and leverage CHCS's position within the health sector for feedback, concerns, and direction. The publication will respond to the following questions: (1) what is the current state of VBP in oral health?; (2) what needs to be incentivized in order to achieve success, such as broadening oral health provider participation in VBP initiatives and improving quality of care, with a focus on social determinants of health?; and (3) how might VBP in oral health be different from existing alternative payment models as a result? Specifically, CHCS will select and interview up to 10 oral health stakeholders to understand the current VBP landscape and opportunities in oral health, draft and disseminate brief to DQP and CHCS networks and explore opportunities for publication in journals. $74,920 will be used to support personnel time and other administrative costs.
