This investment provides continued support to Community Catalyst to deliver coaching and tailored technical assistance to select DQP grantees, develop learning opportunities and resources for OPEN, and partner with DQP to build the oral health literacy of our shared partners, build capacity through its system of advocacy approach and identify the pathways for integrating oral health policies and programs into broader advocacy efforts. This proposal builds off the work that Community Catalyst has done in the past: advocacy campaign development for select states through the Grassroots Engagement Initiative and capacity building and shared learning within the broader network about strategies to meaningfully engage and integrate community voice in statewide policy efforts. Through 1 on 1 coaching, individualized TA, state specific capacity building, there were many shifts in the power dynamic and conversation surrounding oral health, and several policy wins, specifically within Arizona and Pennsylvania. In 2020, Community Catalyst will support OPEN in building policy advocacy capacity and the development of a national policy agenda; provide network-wide trainings on advocacy through webinars and convenings; build the capacity of new DQP grantees through the Statewide and Community RFPs around advocacy and elevating community voice; identify a cohort of grantees to receive individual TA and coaching; provide ongoing support and defense to national healthcare policies that impact oral health; and conduct an assessment of funders, community groups and statewide advocacy organizations to evaluate opportunities for potential policy solutions and opportunities that respond to community needs. $550,000 will be used to support personnel and consultant time to manage and implement the proposal and provide guidance on the federal policy landscape, meeting expenses and travel, a technology to consult to manage the integration of resources from the CDHP website to Community Catalyst’s, stipends for participation in the field scan, and other administrative costs.
